The city advocates closing down "bad buildings", a euphemism for evicting occupants and sealing off buildings. The Inner City Regeneration Project describes slums as "sinkholes" characterised by overcrowding, illegal conversions and unmanaged informal trading. Some buildings, like Sherwood Heights, may be upgraded to low-cost housing under the Better Buildings Programme.
