Milton Court has been declared a "bad building" and included in the Better Buildings Programme (BBP). The BBP has defined a "bad building" as one that has a market value less than the outstanding debt on the building, or has living conditions that are hazardous to the occupants, or where the city has initiated legal proceedings in an attempt to evict the tenants. Milton qualifies on all counts.
